  二、完善(shan)項目(mu)管理制度(du),做(zuo)到規范化(hua)管理
  在(zai)(zai)項目管(guan)(guan)理(li)上,我(wo)們(men)在(zai)(zai)嚴格執行局集團公(gong)司“一個(ge)定(ding)額兩個(ge)匯編”項目管(guan)(guan)理(li)若干規(gui)(gui)定(ding)的(de)(de)同時(shi),根據形勢的(de)(de)變(bian)化(hua)和(he)項目實際運作過程(cheng)中(zhong)出(chu)現的(de)(de)新情(qing)況新問(wen)題,研(yan)究(jiu)新情(qing)況,解決(jue)新問(wen)題,揚長避(bi)短,及(ji)時(shi)堵塞管(guan)(guan)理(li)漏洞(dong),做到規(gui)(gui)范(fan)化(hua)管(guan)(guan)理(li)不動(dong)搖,并于2003年初完善出(chu)臺了(le)本公(gong)司《項目管(guan)(guan)理(li)規(gui)(gui)定(ding)》以及(ji)與安全(quan)、質量、環境三大貫(guan)標體系相(xiang)適應的(de)(de)10個(ge)管(guan)(guan)理(li)辦法和(he)細則(ze)(ze),我(wo)們(men)視(shi)之為規(gui)(gui)范(fan)項目管(guan)(guan)理(li)行為的(de)(de)“基本法”或(huo)“基本規(gui)(gui)則(ze)(ze)”,誰(shui)破壞了(le)“規(gui)(gui)則(ze)(ze)”,誰(shui)就(jiu)要(yao)受到“規(gui)(gui)則(ze)(ze)”的(de)(de)嚴厲制裁,保證了(le)各項制度的(de)(de)嚴肅(su)性,促進了(le)項目管(guan)(guan)理(li)規(gui)(gui)范(fan)化(hua)建設。

  三、完善內部招標市(shi)場(chang),加大成(cheng)本控制力度
  項(xiang)目管(guan)理盡管(guan)涉及方方面面,但其核心,一(yi)是(shi)(shi)(shi)把項(xiang)目干(gan)好(hao),取(qu)得(de)良好(hao)業績和社會(hui)信譽(yu);二(er)是(shi)(shi)(shi)精(jing)算(suan)(suan),取(qu)得(de)經(jing)濟(ji)效益(yi)*化。經(jing)濟(ji)效益(yi)的取(qu)得(de),關(guan)鍵在(zai)加大成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)控(kong)制(zhi)力(li)度,主要(yao)有四個方面:第(di)(di)一(yi)要(yao)建(jian)立項(xiang)目總體(ti)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)控(kong)制(zhi)目標(biao)。第(di)(di)二(er),完(wan)善內(nei)部物(wu)資、設(she)備和勞務招標(biao)市(shi)場(chang),從物(wu)資設(she)備采購(gou)的源(yuan)頭上控(kong)制(zhi)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)。內(nei)部招標(biao)市(shi)場(chang)在(zai)實踐中完(wan)善提高,顯示了(le)(le)(le)(le)巨大優勢,可以概括為五個方面:一(yi)是(shi)(shi)(shi)通過招標(biao)選用(yong)了(le)(le)(le)(le)優良的施工(gong)(gong)作業隊,降(jiang)(jiang)低(di)了(le)(le)(le)(le)人工(gong)(gong)費用(yong);二(er)是(shi)(shi)(shi)工(gong)(gong)程(cheng)材料優中選優,降(jiang)(jiang)低(di)了(le)(le)(le)(le)工(gong)(gong)料費支出;三是(shi)(shi)(shi)管(guan)理費用(yong)定額包干(gan)使用(yong),降(jiang)(jiang)低(di)了(le)(le)(le)(le)非生產性(xing)(xing)支出;四是(shi)(shi)(shi)降(jiang)(jiang)低(di)了(le)(le)(le)(le)設(she)備和配件采購(gou)費用(yong),加大了(le)(le)(le)(le)固定資產投入(ru);五是(shi)(shi)(shi)有效地(di)制(zhi)約(yue)了(le)(le)(le)(le)項(xiang)目經(jing)理的權力(li),杜(du)絕了(le)(le)(le)(le)暗箱(xiang)操作而造(zao)成(cheng)(cheng)(cheng)(cheng)(cheng)的效益(yi)流(liu)失(shi)“黑洞”,實現(xian)了(le)(le)(le)(le)“陽(yang)光采購(gou)”,極(ji)大的降(jiang)(jiang)低(di)了(le)(le)(le)(le)工(gong)(gong)程(cheng)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)。第(di)(di)三,要(yao)建(jian)立自(zi)我約(yue)束(shu)機制(zhi)。施工(gong)(gong)各環節、各崗(gang)位(wei)(wei)都要(yao)按照分(fen)項(xiang)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben),制(zhi)定出控(kong)制(zhi)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)的具體(ti)措施,實行自(zi)我約(yue)束(shu),自(zi)我控(kong)制(zhi),使成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)核算(suan)(suan)在(zai)每一(yi)環節和崗(gang)位(wei)(wei)都得(de)到落實。第(di)(di)四,建(jian)立成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)節超獎罰(fa)激(ji)勵機制(zhi)。要(yao)通過階段性(xing)(xing)和分(fen)項(xiang)工(gong)(gong)程(cheng)成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)考(kao)核,對節超成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)的情況進行獎罰(fa),切實把成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)核算(suan)(suan)與獎懲有機地(di)結(jie)合起來(lai),使成(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)控(kong)制(zhi)真正形成(cheng)(cheng)(cheng)(cheng)(cheng)壓(ya)力(li)層層有、風險人人擔的良性(xing)(xing)互動激(ji)勵約(yue)束(shu)機制(zhi)。

  四(si)、強化過程監督,發揮職能作用
  對項(xiang)(xiang)目(mu)(mu)(mu)運(yun)作(zuo)(zuo)過程的(de)(de)(de)監(jian)(jian)(jian)督(du)(du)管(guan)理,主(zhu)(zhu)要有(you)四個(ge)方面:一是(shi)充分(fen)發(fa)揮(hui)項(xiang)(xiang)目(mu)(mu)(mu)管(guan)理部的(de)(de)(de)宏觀(guan)監(jian)(jian)(jian)控(kong)職能,加強項(xiang)(xiang)目(mu)(mu)(mu)的(de)(de)(de)前(qian)期、中期和(he)竣工驗交效(xiao)益評(ping)估(gu),核(he)(he)定項(xiang)(xiang)目(mu)(mu)(mu)各項(xiang)(xiang)指標,尤其要核(he)(he)定項(xiang)(xiang)目(mu)(mu)(mu)經(jing)濟(ji)指標的(de)(de)(de)落實(shi)情況,進行(xing)(xing)(xing)宏觀(guan)監(jian)(jian)(jian)督(du)(du)管(guan)理;二是(shi)發(fa)揮(hui)審(shen)(shen)計部門(men)的(de)(de)(de)微觀(guan)監(jian)(jian)(jian)控(kong)職能,加強項(xiang)(xiang)目(mu)(mu)(mu)的(de)(de)(de)中間和(he)最終審(shen)(shen)計,規范管(guan)理行(xing)(xing)(xing)為(wei),核(he)(he)定經(jing)營成果,進行(xing)(xing)(xing)項(xiang)(xiang)目(mu)(mu)(mu)微觀(guan)監(jian)(jian)(jian)管(guan)控(kong)制;三(san)是(shi)加強效(xiao)能監(jian)(jian)(jian)察,對項(xiang)(xiang)目(mu)(mu)(mu)運(yun)作(zuo)(zuo)進行(xing)(xing)(xing)日常性(xing)跟蹤監(jian)(jian)(jian)管(guan),發(fa)現問題(ti)及時(shi)糾正,完善(shan)措施,堵塞(sai)管(guan)理漏(lou)洞;四是(shi)充分(fen)發(fa)揮(hui)項(xiang)(xiang)目(mu)(mu)(mu)督(du)(du)察對各監(jian)(jian)(jian)督(du)(du)部門(men)的(de)(de)(de)監(jian)(jian)(jian)管(guan)作(zuo)(zuo)用。項(xiang)(xiang)目(mu)(mu)(mu)督(du)(du)察組由董(dong)事長(chang)和(he)總會計師任組長(chang),主(zhu)(zhu)要職責是(shi)對項(xiang)(xiang)目(mu)(mu)(mu)評(ping)估(gu)、審(shen)(shen)計、監(jian)(jian)(jian)察等監(jian)(jian)(jian)督(du)(du)部門(men)的(de)(de)(de)工作(zuo)(zuo)進行(xing)(xing)(xing)監(jian)(jian)(jian)督(du)(du)管(guan)理,解決監(jian)(jian)(jian)督(du)(du)工作(zuo)(zuo)和(he)項(xiang)(xiang)目(mu)(mu)(mu)管(guan)理中出現的(de)(de)(de)共性(xing)與個(ge)性(xing)問題(ti),協調(diao)各方關系,規范監(jian)(jian)(jian)督(du)(du)行(xing)(xing)(xing)為(wei),進行(xing)(xing)(xing)績效(xiao)考核(he)(he),保持項(xiang)(xiang)目(mu)(mu)(mu)始終處于有(you)序、高(gao)效(xiao)、規范的(de)(de)(de)運(yun)作(zuo)(zuo)狀態。

  五、優(you)化管理干部結構,提高項目整體素質(zhi)
  項(xiang)(xiang)(xiang)目(mu)管(guan)(guan)理(li)(li)的(de)(de)成敗最終取決于人的(de)(de)因素(su)。首(shou)先,要(yao)(yao)(yao)按照(zhao)干(gan)(gan)(gan)部(bu)(bu)“四化(hua)”方針,建(jian)(jian)設(she)(she)一(yi)支懂經營、精(jing)(jing)(jing)技(ji)術、善管(guan)(guan)理(li)(li)、經得起實踐考(kao)(kao)(kao)驗、能(neng)代(dai)表(biao)企業和(he)(he)職工(gong)利(li)益、具(ju)有強烈責任感(gan)、事業心和(he)(he)敬業精(jing)(jing)(jing)神的(de)(de)高素(su)質項(xiang)(xiang)(xiang)目(mu)管(guan)(guan)理(li)(li)干(gan)(gan)(gan)部(bu)(bu)隊伍。其次,要(yao)(yao)(yao)按照(zhao)精(jing)(jing)(jing)干(gan)(gan)(gan)高效(xiao)、一(yi)專多(duo)能(neng)的(de)(de)原則,大(da)力選拔技(ji)術、業務精(jing)(jing)(jing)湛(zhan)的(de)(de)青年干(gan)(gan)(gan)部(bu)(bu)組建(jian)(jian)一(yi)支精(jing)(jing)(jing)干(gan)(gan)(gan)高效(xiao)的(de)(de)項(xiang)(xiang)(xiang)目(mu)管(guan)(guan)理(li)(li)層,使他們在(zai)項(xiang)(xiang)(xiang)目(mu)計劃、財務、技(ji)術、物資、設(she)(she)備(bei)、安質以及對(dui)外交往等(deng)具(ju)體工(gong)作實踐中,增長才干(gan)(gan)(gan),提高個人素(su)質,保持項(xiang)(xiang)(xiang)目(mu)管(guan)(guan)理(li)(li)層的(de)(de)精(jing)(jing)(jing)干(gan)(gan)(gan)高效(xiao)。第(di)三、要(yao)(yao)(yao)建(jian)(jian)立健全考(kao)(kao)(kao)核考(kao)(kao)(kao)評的(de)(de)激勵約束機制。在(zai)項(xiang)(xiang)(xiang)目(mu)上任職的(de)(de)管(guan)(guan)理(li)(li)干(gan)(gan)(gan)部(bu)(bu),一(yi)個項(xiang)(xiang)(xiang)目(mu)結束后,要(yao)(yao)(yao)對(dui)其“德、能(neng)、勤(qin)、績、廉”進行綜合考(kao)(kao)(kao)核考(kao)(kao)(kao)評,建(jian)(jian)立管(guan)(guan)理(li)(li)干(gan)(gan)(gan)部(bu)(bu)業績檔案,對(dui)不勝任項(xiang)(xiang)(xiang)目(mu)管(guan)(guan)理(li)(li)工(gong)作的(de)(de)干(gan)(gan)(gan)部(bu)(bu),也要(yao)(yao)(yao)實事求是的(de)(de)提出(chu)意見和(he)(he)建(jian)(jian)議,為(wei)選拔任命(ming)干(gan)(gan)(gan)部(bu)(bu)提供重要(yao)(yao)(yao)依據,形成“能(neng)者上,庸者讓”的(de)(de)良好(hao)競爭氛圍,為(wei)提高項(xiang)(xiang)(xiang)目(mu)管(guan)(guan)理(li)(li)水(shui)平提供組織(zhi)保證。
